| Public debates are increasingly informed by images of drama and exhortation. One of the loudest appeals enshrined in the Lisbon process – the plea to achieve a Europe-wide research rate of 3% and the desire for more and more radical innovation – is discussed in this paper and embedded in its proper context. The suspicion is rife that all that noise, the craving for blueprints and the enthusiasm for coordination at European level may well undermine rather than foster the seriosity of schemes – all too often impatience turns out to be an obstacle to progress.The present working paper is the translation of WP51/2008 ("Wider den Apell"). |
