Introduction:
The objective of this project is to provide a model-supported analysis of the extent to which Austria should achieve its renewable energy goal though increasing domestic energy efficiency and renewable energy or through buying or selling renewable energy (RES) quotas through the RES cooperation mechanisms. The modeling exercise will take into consideration not only direct costs but also macroeconomic impacts and indirect costs of different options. This will enable a comprehensive evaluation of the political choices. In addition, the impacts design and necessary conditions for implementation of the RES cooperation mechanisms will be examined. The research will be accompanied by an Expert Advisory group composed of several European research institutes. The results will be discussed with those engaged in Austrian Energy and Climate policy through a stakeholder process.
