PreNUDGE aims to increase the number of healthy life years in Austria. By combining evidence-based health promotion with nudging strategies, the aim is to motivate citizens to adopt healthier behaviour. The project is developing a platform for integrating standardised health data from apps, enabling better use by healthcare providers and public institutions and promoting a sustainable preventive health policy.
JOANNEUM RESEARCH is coordinating the project and leading the work package for the development of a platform for health profiles.
To this end, requirements are collected and established technical standards are implemented (HL7 FHIR, OMOP Common Data Model, SNOMED). LifeStyle apps are connected to the platform and data is provided via defined interfaces. Functions for pseudonymisation, anonymisation and synthesis of data will be designed for data use, and JR will also ensure and define information security and data governance in the project.
In addition, a concept for an Austrian Lifestyle Health Data Space is being developed to integrate data from existing data silos.

In Austria, life expectancy is increasing, but the number of healthy years remains relatively low compared to the rest of Europe. Despite growing awareness of health promotion and prevention, motivation, tools, and structural support are often lacking to actively engage in preventive measures. Most health promotion and prevention initiatives are fragmented, and there is insufficient integration of existing data sources (e.g., from digital health apps), which could potentially provide valuable insights for health promotion and prevention.
The central challenge lies in the fact that data relevant to health promotion and prevention (health determinants) are neither structured nor comprehensively utilized. Health care providers (HCP) and public institutions lack adequate access to this information, even though data is already being collected through digital health apps used by many citizens. However, there is a lack of trustworthy, user-friendly, and accessible ways to process this data effectively, provide feedback to citizens, and make the data usable for HCP and public institutions.
The project's long-term goal is to increase the number of healthy years of life. By combining evidence-based health promotion and prevention with the use of nudging strategies, citizens will be motivated to adopt a healthy lifestyle and take responsibility for their own health.
To address this goal, PräNUDGE lays the foundation for merging standardized health determinants into comprehensive, lifelong health profiles for citizens. This will involve developing an ecosystem of qualified health apps through which the health profiles are integrated into a platform and structured for primary and secondary use by HCP, public health organizations, research institutions, and companies.
Additionally, a qualification process for health apps will be developed to enhance their trustworthiness, and a stakeholder process will be initiated to ensure the sustainable use of the results within a preventive health policy framework.
The project aims to achieve a sustainable improvement in the health literacy of the population. It is expected that the use of standardized health profiles and the ecosystem of qualified health apps will encourage more people to participate in health promotion and prevention programs. In the long term, personalized health promotion and prevention measures will reduce diseases and increase the number of healthy years of life. Moreover, an interoperable infrastructure will be created to enable the structured collection and evaluation of health determinants, improving the efficiency and quality of health promotion and prevention.
