Abstract:
Advancing digitalisation is leading to the increased use of artificial intelligence (AI) technologies in various areas of business and life. However, the specific use of AI must be adapted to the respective application scenarios. Particularly in the area of job placement and counselling for jobseekers, the requirements and framework conditions are diverse and complex. This study examines the use of AI in the context of public employment services (PES) and counselling for jobseekers. Since the release of ChatGPT by OpenAI at the end of 2022, AI has gained considerable public attention and its development is progressing rapidly. In the area of PES, AI is expected to improve the matching of supply and demand on the labour market, the availability of labour market information, the management of active labour market policies, unemployment support and labour migration. Studies by the OECD and ILO expect the use of AI to be more effective, save costs, improve matching quality and customer experience and better address human prejudices. Despite the impressive performance of current AI technologies, it is important to recognise their weaknesses and not to expect human-like intelligence on its own. The report emphasises that no simple solution can be expected from a new ‘miracle technology’ and that different problems require adapted solutions. The study provides groundwork for a targeted and human-friendly implementation of AI technologies in the PES advisory process, carefully weighing up the opportunities and risks.
