Abstract:
This report summarises the results of the evaluation of the Strategic Centres for Science, Technology and Innovation (SHOKs). The SHOKs have, in the last five years, become one of the main instruments of Finnish innovation policy and one of ist "flagship" programmes. The reports's recommendations propose a number of improvements and clarifications, most specifically in selection processes, governance and monitoring. Study commissioned by Ministry of Employment and the Economy, Helsinki.
