Crises and disasters are becoming increasingly common and placing high demands on emergency services and resources. In order to address these challenges more effectively, the KIRAS-funded research project KI-SecAssist developed a functional demonstrator for cooperative task management. The aim was to enable the combined use of unmanned aerial vehicles (UAVs) and ground vehicles (UGVs). The demonstrator supports emergency services by providing intelligent coordination and utilising modern AI methods. The project focused on testing new assistance systems to improve operational strategies and identify future development needs.
In the KI-SecAssist project, JOANNEUM RESEARCH focused on developing a situation picture relevant to the mission to provide optimum support for emergency services. This involved visualising and processing UAV data in real time, including using AI to detect people, vehicles and heat sources (e.g. fires). This information was georeferenced and integrated into the situation picture. JOANNEUM RESEARCH was also responsible for managing the resources and tasks of the UAV/UGV units, as well as for the communication interface facilitating the exchange of information between the operations centre and the units on site.

The growing number of crises and disasters, whether caused by natural events or security-related incidents, requires emergency services, the military and security organisations to respond flexibly, rapidly and effectively. Providing up-to-date situation reports and accurate object information in real time is crucial for making informed decisions and taking effective measures on site.
Modern technologies, especially AI, sensor technology and robotics, offer new possibilities for supporting such missions. Advances in the development of unmanned systems (UAVs and UGVs) and their improved availability open up potential for cooperative, semi-autonomous solutions that are both cost-efficient and powerful. A key aspect remains the integration of such systems into existing processes and deployment strategies.
Project objectives and implementation
The KI-SecAssist project developed a modular demonstrator that enables the combined use of UAVs and UGVs with integrated multi-sensor technology. The aim was to provide scenario-dependent support for emergency services, for example in the event of forest and wildfires or to protect critical infrastructure.
The KiSecAssist project is funded and financed as part of the KIRAS programme by the Federal Ministry of Finance and implemented by the Austrian Research Promotion Agency.
