INSPIRE Support Package 5, “Inclusive Gendered Innovation – For Funders,” helps research and innovation funding organizations systematically integrate gender, diversity, and inclusion-related aspects into funding programs, calls for proposals, review processes, and internal organizational learning processes. The practical 10-step framework guides key stages of the funding cycle—from internal implementation and program development to call design, monitoring, reporting, and continuous improvement.
Research and innovation funding organizations play a decisive role in shaping the quality, relevance, and societal impact of research and innovation through their programs, calls for proposals, evaluation criteria, and funding decisions. Support Package 5 for Funders demonstrates how Inclusive Gendered Innovation can be embedded into these structures so that gender, diversity, and inclusion are addressed systematically rather than on an ad hoc basis. This makes it possible to design funding processes more fairly, improve the quality of applications, and strengthen the societal relevance of funded research.
Embedding inclusive gendered innovation throughout the entire funding cycle
INSPIRE Support Package 5 – for funders ist als modularer Leitfaden mit zehn Schritten aufgebaut und richtet sich an Programmmanager:innen, Evaluator:innen, Policy Officers sowie weitere Personen, die Förderprogramme konzipieren, begleiten oder bewerten. Behandelt werden unter anderem die interne Verankerung, Programmierung und Budgetierung, die Gestaltung inklusiver Calls, Guidance für Antragstellende, Auswahl und Briefing von Gutachter:innen, Bewertungs- und Entscheidungsprozesse, Feedbackmechanismen, Monitoring sowie organisationsbezogenes Lernen. Die Inhalte beruhen auf empirisichen Evidenzen aus Fallstudien, vergleichenden Analysen und dem Austausch mit einer Community of Practice von Förderorganisationen.

We contribute our expertise to the development of inclusive calls for proposals, evaluation and decision-making criteria, guidance and support services for applicants, as well as monitoring, reporting, and learning processes. In doing so, we work in an advisory capacity, on a contract basis, and as a partner in collaborative development and transformation processes..
