Krisen und Katastrophen werden heutzutage von Medien ständig begleitet. Es gibt keine Minute, die nicht medial dokumentiert wird; daher ist der Informationsgehalt der heutigen Medien, insbesondere der Sozialen Medien (Social Media), wie Facebook, Twitter u.a., ein oft ungenutztes Potential. Durch Kombination von Quellen lassen sich unterschiedliche, einander ergänzende und komplementäre Informationen für eine integrierte Nutzung erschließen. Diese Informationsfülle bringt jedoch Probleme mit der Sichtung, Kanalisierung und Verwertung dieser inhomogenen und enormen Menge an Information mit sich.
Die automatische Medienbeobachtung von sowohl traditionellen insbesondere aber den neuen sozialen Medien erlaubt es, frühzeitig Risikoindikatoren und Risikofaktoren bei Krisen- und Katastrophenereignissen abzuleiten und für das Krisen- und Katastrophenmanagement rasch Strukturen und Trends zu erkennen. Die daraus resultierenden umfassenden Lageinformationen ermöglichen ein frühzeitigeres und schnelleres Reagieren auf potentielle Krisensituationen und Interdependenzen zwischen Akteuren.
Die derzeitig vorhandenen technischen und elektronischen Infrastrukturen im nationalen und internationalen Krisen- und Katastrophenmanagement sind nicht in der Lage, umfassende Analysen aller Medienkanäle ? insbesondere Social Media ? automatisiert durchzuführen. Gerade die ständig fortschreitende Entwicklung im Multi- sowie Social Media Bereich und die zunehmende Dynamik der Informationen verlangen die Entwicklung entsprechender Methoden. Aus den in traditionellen Medien (TV, Radio, Web) wie auch Social Media verfügbaren Text-, Bild-, und Video-Dokumenten sollen automatisch relevante Ereignis-Manifestationen identifiziert und die untersuchten Multimedia-Dokumente in Form eines Clusters den Experten der Krisen- und Katastrophen-Lagebeurteilung zur Verfügung gestellt werden. Die Erforschung und Entwicklung von Algorithmen und Methoden, um obige Ziele zu erreichen, stellen den Fokus im gegenständlichen Projekt dar. Die automatisierte Auswertung der angeführten Inhalte in Multi- sowie Social Media Bereichen bedeutet eine absolute Innovation.
Die angestrebten Erkenntnisse aus QuOIMA stellen sowohl aus technisch-wissenschaftlicher als auch aus GSK-Sicht einen fundamentalen Beitrag von neuer, bisher nicht erreichter Qualität, zur österreichischen Sicherheitsforschung dar.
Für Bedarfsträger ergibt sich durch die Integration der gewonnenen Erkenntnisse in die Lagebilderstellung eine realitätsnähere Risikobewertung und daraus resultierend erweiterte Handlungsoptionen. Die Bedarfsträger erweitern ihre Expertise, was in weiterer Folge die Handlungsfähigkeit der Gesamtorganisation steigert.
Crises and disasters are covered continuously and without interruption by today?s media, especially social media. There is not a single moment which they do not document. Consequently, the information contained in media ? especially social media like Facebook, Twitter etc. ? provides an often neglected potential which should not be done away with. Through fusion of sources, diverse, mixed and complementary types of information can be tapped into and combined. The difficulty of this process is to view, channel, prepare and exploit this inhomogeneous and enormous amount of information.
Automatic monitoring of traditional as well as social sources allows to derive risk factors and risk indicators for crises and disaster events quickly. Intelligence derived from this process allows for earlier and swifter reaction to potential situations of crisis and interrelationships.
Current technical and electronic infrastructure for national and international crisis and disaster management is not able to perform comprehensive analyses of all media channels automatically. The continuous developments in the areas of multimedia and social media demand the creation of adequate methods of processing.
Relevant manifestations of events are to be identified automatically from documents from traditional (TV, radio, web) as well as social media and document-clusters of the examined multimedia documents are to be presented to situational awareness experts. The focus of this project is on the research on and development of algorithms and methods to achieve this goal. Automatic analysis of content in the multimedia and social media domain forms a fundamental innovation.
From a technical, social studies and scientific point of view, the targeted insights and findings of QuOIMA form a fundamental contribution to Austrian Security Research, reaching far beyond the quality of existing systems.
The integration of findings regarding situational awareness will provide more realistic risk assessment increasing their possibilities to (re)act. End-users extend their expertise and as a consequence the ability to act of the overall organisations.
